Work with appeals of citizens

Consideration of appeals of citizens and legal entities is carried out in accordance with the Law of the Republic of Belarus of July 18, 2011 "On appeals of citizens and legal entities".

The Decree of the President of the Republic of Belarus of October 15, 2007 No. 498 "On additional measures to work with appeals of citizens and legal entities" approves the list of state bodies and other organizations responsible for considering appeals substantially in certain areas of the population’s vital activity.

Appeals are presented in the Belarusian or Russian languages.


Written appeals

Written appeals are submitted by courier, by mail, during a personal reception, by making comments or suggestions in the book of comments and suggestions.

Written appeals of citizens should include:

  • name and (or) address of the organization or position of the person to whom the appeal is sent;
  • surname, first name, patronymic (if any) or initials of a citizen, address of his place of residence (place of stay) and (or) place of work (study);
  • essence of appeal;
  • personal signature of citizen(s).

Written appeals of legal entities should include:

  • name and (or) address of the organization or position of the person to whom the appeal is sent;
  • full name of legal entity and its location;
  • essence of appeal;
  • surname, first name, patronymic (if any) of manager or person authorized to sign appeals according to established order;
  • personal signature of a manager or a person authorized to sign appeals according to established order, certified by a seal of legal entity.

A text of appeal should be readable. Handwritten messages should be written in a clear, legible handwriting.

Written appeals submitted by applicants representatives are accompanied by documents confirming their authority.

Appeals should contain information on the results of their previous consideration with an attachment (if available) of documents confirming this information.

Electronic appeals

A question you are interested in or an electronic appeal to the National Anti-Doping Laboratory is sent in the following form:

For legal entities:

  • name and (or) address of organization and position of the head
  • essence of appeal
  • e-mail address

For individuals:

  • surname, first name, patronymic (if any) or initials of a citizen, address of his place of residence (place of stay) and (or) place of work (study)
  • essence of appeal
  • e-mail address of a citizen

Please note that appeals and correspondence sent to the National Anti-Doping Laboratory in electronic form, bypassing the proposed form of electronic appeal, are not accepted for consideration.

Oral appeals

Oral appeals are set out during a personal reception.

Reception is held by the director of the National Anti-Doping Laboratory each Tuesday from 9 a.m. to 6 p.m. by prior appointment by specialists in the director’s reception, office 27 (Minsk District, ag. Lesnoy, 31) by phone number +375 17 265-58-88.

Direct telephone lines

Direct telephone lines are conducted by the director of the National Anti-Doping Laboratory in order to clarify to citizens and legal entities issues within his competence or on a pre-planned topic, due to its relevance, from 9 a.m. to 11 a.m. on the first Tuesday of March, June, September, December by phone +375 17 265 50 40.

When contacting the direct telephone line, a citizen must provide his surname, first name, patronymic (if available), information about his place of residence, and representatives of legal entities must provide name of legal entity and its legal address, surname, first name, patronymic ( if available), essence of appeal.

In the case of applicant’s refusal to submit the specified information, the appeal may be left without consideration.

When conducting a direct telephone line, audio recording can be made with a notification of citizens and legal entities.

Hotline

The hotline is held for the purpose of informing citizens and legal entities on issues requiring the adoption of specific response measures within the competence by the leadership of the National Anti-Doping Laboratory.

The hotline is organized by phone number +375 17 265-58-8

Open daily from 8.30 a.m. to 4.50 p.m. Saturday and Sunday are days off.

Helpline

Reception of citizens and organizations appeals on the helpline is carried out by phone +375 17 265-58-88

Open daily from 8.30 a.m. to 4.50 p.m. Saturday and Sunday are days off.

Helpline created to:

  • involve civil society in the implementation of the state anti-corruption policy;
  • promote the adoption and strengthening of measures aimed at more effective and efficient prevention of corruption and the fight against corruption;
  • form intolerance towards corruption;
  • create conditions for detection of corruption.

The main tasks of the helpline are:

  • ensuring prompt reception, recording and consideration of messages from citizens (organizations) received by the helpline;
  • processing and forwarding applications and messages to the director of the National Anti-Doping Laboratory for consideration and taking measures;
  • analysis of citizens (organizations) messages received by the helpline, their consideration in the development and implementation of anti-corruption measures.
