Written appeals

Written appeals of citizens, including individual entrepreneurs (hereinafter referred to as citizens), and legal entities by the addressee are considered in accordance with the requirements of the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities”.

Requirements for written appeals of citizens and legal entities:

  • Written applications are set out in the Belarusian or Russian languages.
  • A citizen’s written appeal must contain:
    • name and (or) address of the organization or position of the person to whom the appeal is sent;
    • surname, first name, patronymic (if any) or initials of a citizen, address of his place of residence (place of stay) and (or) place of work (study);
    • statement of the essence of the appeal;
    • personal signature of the citizen (s).
  • Written requests of legal entities must contain:
    • name and (or) address of the organization or position of the person to whom the appeal is sent;
    • full name of the legal entity and its location;
    • statement of the essence of the appeal;
    • surname, first name, patronymic (if any) of the head or person authorized to sign the application in the established manner;
    • personal signature of the head or a person authorized in the prescribed manner to sign appeals certified by the seal of a legal entity.

Electronic appeals

Electronic addresses of citizens, including individual entrepreneurs (hereinafter referred to as citizens), and legal entities by the addressee are considered in accordance with the requirements of the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities”.

Requirements for electronic appeals of citizens and legal entities:

  • Electronic applications are set out in the Belarusian or Russian languages.
  • A citizen’s electronic appeal must contain:
    • surname, first name, patronymic or initials of the citizen;
    • address of the citizen's place of residence (place of stay);
    • statement of the essence of the appeal;
    • citizen email address.
  • The electronic appeal of a legal entity must contain:
    • name and (or) address of the organization or position of the person to whom the appeal is sent;
    • full name of the legal entity and its location;
    • statement of the essence of the appeal;
    • surname, first name, patronymic of the person or initials of the head or of the person authorized to sign the application in the prescribed manner;
    • legal entity email address.

Responses to electronic communications are sent electronically to the email address indicated in the electronic application, or in writing to the address of the citizen's place of residence (location) or location of the legal entity in cases established by the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities”.

Left without consideration requests that are:

  • set out not in the Belarusian or Russian;
  • do not contain the surname, own name, patronymic, address of the citizen's place of residence (place of stay);
  • do not contain the full name of the legal entity and the address of its location, last name, first name, middle name of the head or person authorized in the prescribed manner to sign appeals for legal entities);
  • contain unreadable text;
  • contain obscene or offensive words or phrases;
  • subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation determining the order of the administrative process, legislation on administrative procedures or in accordance with legislative acts, a different procedure for the submission and consideration of such appeals is established;
  • contain questions that are not within the competence of the addressee;
  • missing the deadline for filing a complaint;
  • repeated appeal has been submitted and it does not contain new circumstances;
  • correspondence with the applicant is terminated.

The withdrawal of an electronic appeal is carried out by submitting a written application or by sending an application in electronic form in the same way that the electronic appeal was sent.

Oral appeals

A personal appointment with the Director of the National Anti-Doping Laboratory (hereinafter referred to as the Institution) is held on the first Tuesday of the month from 08.00 to 13.00 by appointment.

When coming to a personal appointment, the citizen must present one of the following documents:

  • passport of a citizen of the Republic of Belarus;
  • a residence permit in the Republic of Belarus;
  • refugee certificate.

The head of the organization conducting a personal reception, after considering the applicant’s appeal, has the right to make one of the decisions:

  • give an oral explanation (recommendation) on the merits of the questions posed by the applicant or give an explanation to the applicant that the issues set forth in his appeal do not fall within the competence of the Organization;
  • satisfy the request contained in the appeal and explain to the applicant about the procedure and deadline for the implementation of the decision;
  • refuse to satisfy the request contained in the applicant’s appeal, explain the reason for the refusal and the procedure for appealing against the decision;
  • explain to the applicant that his oral appeal cannot be decided at a personal appointment, and recommend that the applicant prepare and submit a written appeal;
  • take other measures provided for by the current legislation of the Republic of Belarus.

If the appeal, stated in oral form, cannot be resolved in the course of personal admission, the appeal can be stated by the citizen in writing and is subject to consideration in accordance with the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities”.

Helpline

Applications of citizens and organizations on the “Helpline” are received by phone +375 17 265 58 88

It is open daily from 8.30 to 16.50. Saturday and Sunday are days off.

Helpline was created in order to:

  • involving civil society in the implementation of state anti-corruption policies;
  • facilitating the adoption and strengthening of measures aimed at more effective and efficient prevention of corruption and the fight against corruption;
  • the formation of intolerance towards corruption;
  • creating conditions for revealing the facts of corruption.

The main tasks of the helpline are:

  • provision of prompt reception, accounting and consideration of messages of citizens (organizations) received via the Helpline;
  • processing and sending applications and messages to the director of the National Anti-Doping Laboratory for consideration and action;
  • analysis of messages of citizens (organizations) received via the “Helpline”, their consideration in the development and implementation of anti-corruption measures.
